Event Details

Planning and Approvals is one of nine courses within the RaD Management Program offered by UDI Capital Region. This course is designed to provide participants with the knowledge and skills needed to navigate the planning and approvals process for real estate development projects. Led by experienced faculty members from both the public and private sector, this course covers a range of strategies and processes to lead a project through a successful approvals process.


Throughout the course, participants will delve into the intricacies of the approvals process, including OCP (Official Community Plan) amendments, Rezonings, Subdivision permits, Development Permits and Variances, as well as touching on regional growth amendments, ALR amendments, Heritage Revitalization Agreements and Temporary Use Permits. Each major type of application will be explored including policy issues, political dynamics, technical requirements and the applications and approvals process.


By completing Planning and Approvals, participants will be equipped with the knowledge and skills necessary to understand what type of approval may be needed, as well as to lead a project through the complex procedural landscape of planning and approvals.



Three 2-hour modules, held once a week online for three weeks

    Coralie Breen is a planning professional with broad experience in community planning. She currently works as a Planning Manager – Strategic Initiatives with the Cowichan Valley Regional District working collaboratively with multi-stakeholders managing the multi-year harmonization and modernization project of several electoral area official community plans and bylaws. She has led several successful large-scale engagement initiatives.
    Coralie has a PhD (University of Victoria) and a Master of Arts (School of Regional & Community Planning, University of British Columbia). Coralie’s initiatives have been recognized for innovation and leadership in development of short courses (University of Victoria) and won awards for excellence from the International Association of Convention & Visitors Bureaux in the development of community programs.

    Corine (Cory) Gain is an unusual hybrid of community planner and corporate records and information management professional. She enjoys helping people in their quest for answers and solutions. With a Bachelor of Arts in Economic Geography, a Professional Specialization Certificate in Local Government Management, Membership in the Canadian Institute of Planners, over twenty-five combined years of experience in planning and corporate administration supported by extensive practical knowledge and skills, Cory now puts her unique perspective and problem-solving skills to work as a consultant to local governments and others who need assistance navigating local government processes. She has a passion for establishing policies, procedures and land use bylaws that result in improved outcomes and customer satisfaction; she enjoys creating context-sensitive planning and regulatory solutions supported by communication materials that improve user comprehension and increase community engagement.

    Mark Holland RPP FCIP (he/him) is a Principal at Westplan Consulting Group with over thirty years of experience in urban planning and landscape architecture. Mark offers a unique and effective combination of private and public sector skill sets to lead projects from early visioning to policy development, to design and approvals and from financing to construction. A commitment to relentless innovation has driven Mark to challenge and push past the norms in all aspects of his work. He has won numerous awards and is credited with many innovations in Canadian Planning including sustainable communities, Agricultural Urbanism, creating urban vitality through Urban Magnets and many other progressive concepts.

    ​Mark has also made significant contributions as a planning educator. He began as an instructor in the University of British Columbia’s School of Architecture and Landscape Architecture in the early 2000s. Since then, Mark has been a frequent speaker on topics related to planning and sustainability at the University of British Columbia and Simon Fraser University. Perhaps his greatest influence on planning education is the role he played in launching the Master of Community Planning degree at Vancouver Island University (VIU) in 2014. Ever since, he has played an instrumental role in the school, driven by a commitment to ensure that the next generation of planners is prepared to help communities create their future.

    Mark is a Registered Professional Planner with the Canadian Institute of Planners and was inducted into the College of Fellows in 2022.
