Event Details

Successful delivery of Non-Market Affordable Housing requires a holistic effort – starting with a trusted and transparent partnership between private equity, home builders, and non-profit operators. Through thoughtful layering of government funding programs, these partnerships can create affordable homes for deserving individuals and families.


This panel discussion will be centered around the challenges and potential solutions of delivering affordable housing to non-profit organizations. First, the panel will discuss the demographic that this type of housing aims to support. This will be followed by a thorough discussion on how to deliver this type of housing at scale. A portion of the discussion will also cover the operation of a low-income building, and finally, a case study will be presented to show how it recently all came together in the real world.


To bring together the full partnership that makes this possible, the panel includes representatives from government, private equity, a non-profit operator, and from development. We look forward to sharing our experience and passion we have for delivering Non-Market Affordable Housing.

    Kira brings visionary, compassionate, and strategic leadership to the pursuit of affordable housing, regenerative organic agriculture, and eco-forestry in Western Canada. In her role, she discovers, cultivates and nurtures investment opportunities and partnerships that change how we own, steward and develop land. Prior to joining Sacha, Kira was the Senior Manager in Community Investment at Vancity Credit Union, where she led opportunities in affordable housing, reconciliation and Indigenous business development, low or no-carbon green buildings, and meaningful climate action for businesses. Kira has a Master’s degree in Community and Regional Planning and practiced as an urban planner with the City of Vancouver for almost a decade.

    Lance has been with Canada Mortgage and Housing Corporation (CMHC) since 1999, promoting technical, financial and policy solutions to enhance the sustainability, accessibility, and affordability of housing. He works directly with developers, builders, lenders, municipalities and non-profit housing providers on financing and funding opportunities. In his current role, he works directly with municipalities to facilitate delivery of the Housing Accelerator Fund. Originally from Kelowna, Lance started with CMHC in Ontario before returning to BC in 2005. Lance has a B.A. from the University of Victoria and an M.Pl (Urban and Regional Planning) from Queen’s University.

She manages feasibility assessments, stakeholder engagement and financial strategy. Brenda has a Master’s and PhD in Urban Geography and Planning and has been involved in housing research and practice in diverse institutional and cultural context such as India and China.

    Justin joined Chard Development in 2015 and has since become a leader within the company, helping to shape communities in Victoria, Vancouver, and North Vancouver through real estate acquisitions, development, and investments. Justin began his career heavily involved in underwriting project feasibility and is now committed to growing the company’s portfolio of purpose-built rental, market condo and commercial assets while exploring creative partnerships and applying a quantitative approach to strategic decision-marking. Justin has been heavily involved in working with non-profit groups like the YWCA to support the delivery of affordable housing. Originally from Toronto, Justin moved to Vancouver to attend the UBC Sauder School of Business and holds a BCom with a specialization in Real Estate.
